Program Description
The Illinois Department of Commerce and Economic
Opportunity (DCEO) administers the Community Development Assistance Program
(CDAP). It is a federally-funded grant program that assists Illinois
communities by providing grants to local governments to assist them in
financing economic development projects, public facilities and housing
rehabilitation. The program is targeted to assist low-to-moderate
income people by creating job opportunities and improving the quality of
their living environment. Staff at NCICG write and administer these
grants for applicants.
Who Can Apply
Units of general local government such as cities,
villages, townships, and counties may apply for funding. Local governments
must have populations of 50,000 or less and must not be located in an urban
county or the 31 cities that receive federal "entitlement" funds.
Application Process
Applications are to be submitted to DCEO by the deadlines
noted in the grant descriptions below. After receipt, applications
are reviewed by program staff and rated according to criteria outlined
in the program guidelines. Staff recommendations are submitted to
DCEO's Director for approval. A grant award document is then prepared and
forwarded to the unit of local government. For more information or

Specific Grant Types
| ECONOMIC DEVELOPMENT |
| Grant funds of up to $500,000 may be available for loan by a local
government to use to loan to businesses locating or expanding in the community.
Funds may be used for machinery and equipment, working capital, building
construction and renovation, and improvements to public infrastructure
that directly support this development. Grant funds may also be used to
make public infrastructure improvements needed to facilitate the location
of a business in the community ($500,000 maximum).

| EMERGENCY
PUBLIC FACILITIES SET-ASIDE |
| When emergencies strike, communities may apply for grant funds up to
$100,000 to undertake projects that improve public infrastructure and eliminate
conditions detrimental to health, safety, and public welfare.

| HOUSING |
| To provide safe and sanitary living conditions for low-to-moderate
income residents of their communities, local governments may request grant
funds up to $400,000. These grants are used to upgrade and expand
housing stock in the communities. Applications are
judged competitively and are due November 2008. |
| PLANNING ASSISTANCE |
| Local governments may request grant funds up to $25,000 for a variety
of planning activities such as studies, analyses, data gathering, identification
of implementation actions and preparation of specific plans. Projects
which address problems of a health and safety nature, such as water or
sewer problems, are a funding priority under this component. |
| PUBLIC FACILITIES
CONSTRUCTION AND DESIGN ENGINEERING |
| Local governments needing to improve public infrastructure and eliminate
conditions detrimental to public health, safety and public welfare may
request grants up to $100,000 for Design Engineering and $350,000 for Public
Facilities to undertake projects designed to alleviate these conditions.
The funding priority for this component is for water, sanitary, and storm
sewer projects. Applications are judged
competitively and are due February 2007. |
